I have no intention or enough information to provide input for this inherently controversial question which has been engaging many scholars in various academic and edu-policy fields. But I could contribute some of my fluffy reminiscence to add a little bit flavor to it.

Crystal Huang: Those who can, teach; those who cannot, do - perhaps, the main source of the controversies ! (Please don't feel offended by this twist...).
Teaching is - very much- a risky business - from a MACRO view here!!----Errrmmm, but from a micro perspective, it could be, only applied to me in attempting to facilitate Social Sciences with Educational Technologies???
In Taiwan, according to my experience (having been a student -both in Taiwan and the US, more than 30 years, plus 8 years' teaching in Taiwan, in addition to 15 years' teaching in the US), students of my generation as well as the generations before, who might agree with me that teaching effectiveness had been heavily relying on family/parents' reinforcement and social/policy supporting systems (not the typical Capitalistic mode, but, perhaps, the so-called State Capitalism practiced in Taiwan - and most of the Far- Eastern countries?).
Teaching per se is honored with respect and high social status - thanks to Confucius and the ruling elites' support!
Most of my teachers in Taiwan were dedicated educators, particularly, in the elementary school- similar to Germany's tradition (still carried on some Japanese educational practices or legacy-since Japan occupied Taiwan for half of a century and tried every bit of effort to Japanize Taiwanese. There was a sidebar joke, shared with you, and just laugh if off: One of the elementary school male teachers Mr. Luy Fung-der 呂芳德 made a comment to Ms. Wu- my teacher after he observed my monkeyingly instructing our class - acting like a powerful miniature fascist, authoritarian, and authoritative teacher :P (due to my teacher Ms. Wu suddenly being ill, and I was the class leader at that time to assist her for a short while). He, either was in good mood, or felt like making fun of me by telling my teacher Ms. Wu Long-shang 吳隆香 at the 螢橋國小 (Ying-Chao Elementary School) " Li-chin might be the President of Taiwan in the future !!"
What a GREAT Expectation! Indeed, it turned out to be just a 小時了了- the false prediction based on kids' Monkey-Around episodes!?
Ermmm, from my reminiscence which would resonate with folks of my generation that the typical pedagogy-(if there had ever been existing one), at that time in Taiwan (could be a cultural universal trait as well??) was imbued with all sorts of memorization and regurgitation via B.F. Skinner's rat-dove- chamberbox of rewards and punishments. Teaching and learning was mainly through lectures/notetaking, pop-quizzes, and the forever, non-stop exams - so called FoieGras education. These were all I could remember when I was in Taiwan from- the Elementary school to my master's degree... But that was long time ago. Now it might have been changing....???
In America, most of the teachers - as aforementioned, based on my observation and interaction, are creative, resourceful, and dedicated educators invested by the humongous Federal and State Government's budgets. Educational policy-making is subject to various influences from the different political ideologies, Parties' interests, and regional cultural orientation. Furthermore, a huge chunk of budget which tends to be invisible to the public is spent on administrative/personnel affairs and other supporting businesses.
In the nutshell, teachers bear all sorts of pressure and responsibilities ( from PK to 2-year colleges), which is very different from those of Taiwan, and I bet, so as, most of the Asian countries!

Though, I have been teaching Race, Ethnicity and Diversity studies for a while, I am still unable to answer students' questions regarding the "Ethnic" (compounded by certain new research data to distinguish Taiwanese's origins via physical- cultural-anthropology to construct a semi-category between Race and Ethnicity??) issues happening in Taiwan's history and now.
Re-post: Yesterday I read a co-authored article by Mr. Su Beng et al. I lost into the same thoughts again about whether we need to re-conceptualize a new sub-prototype of socio-cultural reality regarding an ambiguous racial/ethnic identity. Such a painful ambiguity has been complicated by the econ-political uncertainty in terms of the domestic and international treatment and recognition. The Taiwanese people have been uniquely experienced this type of mental tormenting for many decades.

Crystal Huang Dear Pat, woooow, 200 words!! - it takes perseverance and strong self-discipline to do so well!! I typed in the traditional style not the simplified version. The former takes extra time and efforts to learn, in particular, writing. I have a plan to organize some mini/short online or fb pages for learning reading, writing, and online live conversation... (and may provide Calligraphy/ink painting demos..and so on.) This plan will be carried out, probably, in 2015 for free&fun learning. At that time you can be page admin and collaborate a nice learning environment !
