Dec. 16 (Sa), 2023 市容漫談 ( A Causerie of The City Façade)
由於他去臺中之前, 尚未造訪其他城市, 所以他對臺中市容, 在他的鏡頭掃描下, 說出適可而止又簡要的訝異: 這樣的中部大城, 怎麼會有那樣的街景. 這使我想到, 一些西朝鮮國家子民, 去外國旅遊, 總會批判那些所謂先進國家重要大城的建築, 總比不上他們自己國家二三線小城鎮的水準規模. 去過臺灣旅遊的西朝鮮人, 有很多更是不屑臺灣大城市的陳舊落後程度, 而質疑, 到底這算是那門發達的自由民主國家呢? 關於這個現象, 我有一篇輕鬆的小文, 題名叫文明與文化, 貼於下:
這使我想起2001年, 我在一個四年制大學教書的時候 (非全職教員 - 尚未完成博士學位,) 有一次在一個會議中與副校長聊天, 談到一個與臺灣建立學術交流的提案. 後來話題一轉, 講到西朝鮮國邀請他去做演講的經驗. 他提到他印象最深刻的是, 在上海的一艘遊艇上, 目睹西朝鮮國成遍的大廈, 高聳入雲, 一忘無際, 那絕對不是雙子城, 芝加哥, 和紐約能夠比擬的. 這副校長的驚嘆之語, 也使我聯想到西朝鮮國, 透過所謂學術文化交流, 運用大量的資金, 不知吸引多少世界各國的政治經濟社會文化菁英人士, 去體驗 “令人震撼的硬體建設成就," 讓他們多少一改原有對西朝鮮國的貧窮落後刻板印象. 順便一提, 那時候尚未有全球大灑幣的一帶一路計畫 (始於2013年9月). 那一陣子, 這個大國, 的確繼續還在悶聲發大財, 抓緊快速崛起的時機! 而這個雨後春筍般地冒出頭的表徵, 還有什麼比利用最原始的發財方式- 土地操作, 瘋狂地蓋屋, 炫耀遍野內包裝著鋼筋水泥的高聳建物市容, 更能體現專制極權的改革開放, 是多麼的有作為, 高效率, 處處能夠懾慴人心的偉光正成就呢?
當時我覺得, 要蓋高樓大廈, 以西朝鮮國, 取之不完用之不竭, 勤奮乖順廉價的勞力與豐饒的物力, 只要有錢有技術, 更重要的是, 皇親國戚官僚白手套們, 有機會發橫財 (發財的程序, 後來在2021年出版的紅色賭盤中, 有幾個案可供參考,) 立馬要有什麼市容就有什麼市容, 基本上就不是一件難事, 也不覺得那是有什麼值得驚訝. 制度不同, 人文素養與人性的價值觀的差異, 表現在硬體的建設成效上, 當然是不同的. 我舉個例子, 我住的這個小城市, 有一個採砂石的公司, 購得產權, 開始挖掘砂石. 由於卡車進進出出, 造成許多噪音, 也在小城市的景觀上, 畫上幾處醜筆, 引起當地民眾的抗議, 後來, 經過數度政府廠商與居民的協商, 最後這家公司, 理虧而退 . 也許在經濟效益上, 市政府在稅收上, 是有所損失, 廠商也許少了一筆生意, 但是多數的居民, 得到了一個清淨的生活環境, 而且手握選票, 這讓官員不得不多方小心 經營地方繁榮的 ”品質”. 無疑地, 這對於愛透社會達爾文主義式的資本主義右派人兒, 是一項重大的打擊, 當然會信誓旦旦的把支持環保, 重視福利的自由派民意代表, 在下一次的選舉選出去. 這些不同黨派的公民意識表現, 對於西朝鮮國的一言堂一黨專極權控制的噤聲社會而言, 那簡直太不聰明太不可思議了, 子民是哪根蔥? 算個啥!? 怎麼會白白的讓一個生意跑走了, 工作機會也喪失了, 政府稅收也減少了, 那太不划算了! 俗話不是說, 殺頭生意有人做, 虧本的生意沒人做嗎? 這種打著新時代共產社會主義的意識形態, 做的是與美式資本主義有何差別呢? 啊不, 是有點差別的, 那不就是, 紅色權貴資本主義的掛羊頭賣狗肉主義? 再看看那龐然的長江三峽高大上水壩工程, 是根據哪門政經意識形態? 經濟法西斯? 總之, 一聲令下, 且不論其對地質人文生態環境可能產生的短期長期影響, 以及其他國計民生的利弊得失考量, 就是當下為數約上百萬的沿岸居民, 被迫進行世紀大遷移的超級大事件, 時至今日生靈顛沛流離移居補償問題, 還是一個大黑箱. 德國CORS工程事務所工程師王維洛先生在2008年發表的 ”三峽工程移民人數超過世界上163座最著名水庫的移民人數總和” 中指出 ”官方公佈的三峽工程移民人數比較混淆, 2006年底, 公佈完成的移民人數為120萬, 2007年有報導說實現移民140萬. 同年重慶市防洪部門發表通知,指出如果三峽水庫防洪還需要緊急移民36萬.”
的確, 歷史上不乏因政府的都市更新, 或都市建設重建方案, 原地居民不得不進行遷徙而引起爭議的事件, 例如法國皇帝拿破倫三世和他的塞纳太守喬治·歐仁·奥斯曼 (George-Eugène Haussmann,死於125年前), 所進行的巴黎重建計畫, 但是那個規格, 與時時刻刻攸關著湖北湖南上海江西江蘇安徽重慶四川等等, 至少八個省份以及其他重大城市數億子民往後生命財產的衝擊, 甚至於涉及軍事國防的安危, 並對全球極端氣候變化日益頻繁的影響, 不可同日而語.
為人民謀福祉, 集中權力辦大事, 立意與決心, 值得敬佩; 好大喜功, 以生靈人命做豪賭, 賺得黨國高大上地存在, 則有待商確. 美其言犧牲一兩代, 換取後世子孫的幸福, 對於從來沒有個人存在的想法, 沒有基本權利觀念的順民奴隸, 那是多麼地責無旁貸, 多麼偉光正的號召啊! 至於是憑什麼要犧牲, 為什麼去犧牲, 又如何去犧牲, 哪些人不用犧牲? 再者, 犧牲哪一兩代, 犧牲哪些人, 換取哪些人的福祉, 是誰說了算? 有誰, 能問, 敢問, 肯問?
而在那些新栽楊柳, 巨壩高橋廣宅的背後, 到底多少子民的無奈無助, 犧牲與悲情的暗泣, 悄然飛灰湮滅…?
再舉一個眾所皆知的例子. 那是我曾在另一篇文章中, 提到以馬斯克在西朝鮮與德國製造電動車的經驗, 來解釋我上面所說的極權高效率低人性, 與重視民權民意卻低效率的現象, 在改變或改進市容上, 有何難易程度做個對比:
由於極端氣候的變本加厲, 多數國家逐漸參與保護生態環境的運動. 西朝鮮國應和西方先進國家, 同步打熱環保牌. 也因為這個契機, 它多少成為馬某生意興隆的貴人, 不但讓他的債務起死回生, 又讓他做得風生水起, 賺得盆滿缽滿. 明的說, 搞電動車產業, 本身就是實踐環保的節能減碳的一大壯舉, 而實質上, 他卻把西國做成理所當然的生態破壞白手套國. 西朝鮮國給馬某無與倫比的產業優惠條件, 包括從圈下大片便宜土地, 多方減稅免稅, 速造速成的廠房, 有效地收集各式各樣造車的原料, 利用做死做活的廉價礦人, 不顧對土地, 水源, 空氣, 居家環境, 動植物的殘害, 短短不到10個月, 特斯拉速戰速決, 大量出產電動車輛, 連帶宰割西國韭菜購車市場. 而西朝鮮國, 不計任何破壞生態, 壓榨順民的代價, 獲得電動車建造的主要技術與資訊, 樂得心花怒放, 立馬抄襲仿造, 自行大量製造三十多型山寨版便宜電動車, 年產上千萬輛, 帶動西朝鮮國內部上中下游輕重工業服務業, 並在東歐國家設廠加造, 總共擁有世界2/3的電動車市場, 讓黨朝皇親國戚權貴白手套等等特殊打造出來的新階級, 賺飽到不知今日是何年. 然後, 因產能過剩, 西朝鮮國就以低於國際均價60%的便宜價格, 向全世界傾銷, 使得歐美電動車業, 普遍顯現難以招架的無力感. 為什麼會如此? 在此, 就要提到那個馬某在德國的經驗: 要知道馬某在德國建廠, 歷經了無止境的艱難挑戰, 終而勞心憔形: 從圈地開始, 就遭受當地環保居民的重重抗議, 包括墾土砍筏樹木, 破壞林木生態, 不利蝙蝠生存, 影響當地居民水源, 工廠製造噪音, 破壞市區景觀等等一波又一波的抗告事件. 由於環保案件層出不窮, 對簿公堂的繁瑣, 搞得馬某焦頭爛額. 在花下巨額的訴訟費, 以及難以計量的在法院所花費時間與精力, 歷經三年的折騰, 最後透過德國政府的安撫協調群眾運動, 終得以開工建廠. 德製電動車千呼萬喚死出來, 應是苦盡甘來, 不料, 再來更大一波的工人罷工, 因為德工薪資, 只比西國人礦的才多五倍, 他們可不是像西朝鮮國的順民奴隸那麼容易好擺平, 他們要求馬某應付比西國的人礦多二十倍以上的薪資, 才合理. 這種西方普遍的產業與經營模式, 怎能與西國的有著數億奴工的原始叢林山寨製造方法, 來做競爭呢? 它的巨大產能, 一但運作起來, 可不像是過去的臺灣, 日本, 韓國, 新加坡等等小國的規模啊!
馬某是多少了解, 這些合理的勞資對抗,爭取利益, 以保持生活水平, 或改善生活素質, 在先進國家, 是很正常的現象, 哪怕是被專制極權國家竊笑為愚蠢兼曠日廢時沒效率. 而他也應該清楚, 要是發生在西朝鮮國, 那可不被黨國處以刁民暴民亂民賊民, 甚至於叛國之民才怪呢! 而轉移生態破壞的外部經濟成本, 到底要怎麼算呢, 人家西朝鮮國都不在乎了, 那他何妨樂得輕鬆, 反正多一事不如少一事, 彼此好來好去, 不是更好嗎?
社會文化的演進狀態, 以及對生命的價值觀不同, 於是有- 地上高樓連雲, 地埋冤魂悲泣 - 的結果. 讓一些人先富起來, 把一些高樓大廈蓋先蓋起來, 此後, 什麼事都好忽悠了. 於是西朝鮮國向世界展示專制極權的高效率, 把民主自由社會的拖拖拉拉, 浪費時間資源的缺乏效率, 比了下去. 什麼民意呀, 自由啊, 手握選票啊, 這些基本的自由表達集會結社維權抗爭的憲法權利, 倒是給官員們製造不作為, 或少作為的好藉口. 公家的事, 就是沒人家的事! 吃公家飯的政府機構潛規則不外是 - 多做多錯, 少做少錯, 不做不錯, 爭功諉過是衙門的慣性定律, 不是嗎?
講了這麼一大段, 不外是談點有關民主制度與專制極權的對比之下, 城市的市容, 到底蘊含多少人文素養與政治建設成就上的意義? 比如在美國, 除了一線大城市之外, 很多中小城鎮, 遠觀皆是一片平坦, 少有高樓大廈. 按照一般西朝鮮子民目前的觀感, 那簡直就是窮鄉僻壤化外之地, 絕對不宜文明人文化人所居住的地方啊! 那麼, 難道這些城鎮, 蓋不起大樓, 住不了高房, 維修不了大廈嗎? 對於受過自由民主薰陶, 公民意識以及個人主義高漲的美人, 是在追求什麼呢? 預防颶風地震所帶來的災害, 以及與保護城市郊區景觀環境生態的共同意識, 大概是當中主因之一二吧?
反觀西朝鮮那種彎道飆車式的濫蓋濫建, 且撇開不談成片成片的爛尾樓和四處林立的鬼城, 就談及雄安, 容此插上一段記憶猶新的官方典故與研究報告: 客觀事實上, 雄安屬於氣候變化敏感地區, 對於暴雨洪潦和上游山洪風險極高. 而今年七月底颱風杜蘇芮席捲之際, 西朝鮮國水利部部部李x英, 宣稱絕對會確保首都北京大興機場防洪, 以及雄安新區的安全. 錦上添花的是, 河北省委書記倪x峰則當仁不讓, 為減輕北京防洪壓力, 堅決當好首都的 “護城河”. 由此, 河北泄洪, 水淹涿州, 到底是在照顧什麼呀? 這個西朝鮮國所謂的雄安新區的“千年大計”政績工程, 又是攸關著誰, 攸關者什麼呀? 於是在鄭州水患之後, 另一項折騰社會草菅人命的戲碼, 在無言的國度裡, 繼續靜悄悄地演下去. 的確, 做事的難, 批判者易, 不過這種現象, 多半是發生在自由民主國家. 而雄安, 在一言堂一黨專的帝王雄心與官僚烏紗帽琢磨下, 終究成其高大上的猛蓋政策, 而且是越蓋越高, 一如其他樓盤蓋的模式, 高到望眼看去, 都是密密麻麻, 向天空穿刺的巨型高柱樓房的市容, 灰濛濛地窒息在霧霾瀰漫中. 人們在充斥著巨型壓迫感樓房陰影下存活著, 成了鋼筋水泥玻璃的芝麻綠豆似的點綴品.
約從五零年代開始, 美國的一般中產階級, 大量從城市出走, 移居到生態景觀比較人性化的郊區. 人人渴望從那種高樓大廈所帶來的緊迫感與焦慮中解放出來.
西朝鮮國的子民, 的確有夠努力, 本文如此的說三道四, 其實不是針對他們, 而是基於一種關懷. 不過, 什麼樣的體制, 造就什麼樣的人民, 是極度相關的, 除非百年真正急需的大變局發生… 然而, 臺灣有一句俗話叫做 - 吃緊弄破碗, 或西朝鮮國的俗語 - 槍打出頭鳥; 木秀於林, 風必摧之, 等等與韜光養晦唱反調的詞句, 不也就說明拼命三郎三娘式做大做快的彎道飆車, 在破壞生態與加速貧富不均上有著無比昂貴的代價? 而誰會來償付這個代價呢? 紅二三代, 官二三代, 富二三代, 壟二三代, 白手套二三代嗎? 人家只能窮奢極欲高高在上, 或者五鬼搬運, 金銀財寶全給洋人送去 (網上查詢得到, 西朝鮮國紅色八大權貴家族, 單單在美國一個國家, 公開查得到的, 至少就有一萬億美元, 不包括其他各種類型的財富,) 能潤能跑只怕不夠快呢! 無錢無權無聲的韭菜人礦們, 人家說三年吃草根, 也能夠活得好好的. 小強們, 是不是更應該繼續為黨國權貴皇親國戚白手套, 努力地強下去?
記得小時候的臺灣, 若聽到有錢人家, 買了或蓋了樓仔厝, 那是一種令人無比欣羨的事. 住樓仔厝, 是一種地位權勢的象徵. 普通的升斗小民, 住住茅屋秋風破, 接著今日所謂時髦的地氣, 在當時卻是赤裸裸的顯現財力的無力感. 時至21世紀的初期, 真正有權有勢的人, 除非是像紐約曼哈頓, 那種寸土是金的大都會地區, 很少會把金碧輝煌的宮殿蓋在半空中, 而是在郊區蓋個山莊, 或購山頭買小島, 設計建屋, 房子是緊緊地貼擁著山水大地, 直接著地氣. 倒是一般的低收入的社會福利住宅, 是儘量地蓋得越高越大遍, 越能容納更多的收入拮據的小老百姓, 並節省政府的預算, 替絕大多數的納稅人省錢. 住宅的高低廣窄, 隨著不同的時空演進與經濟人文條件, 而展現出不同的價值與風貌.
說了這麼一大段話, 無非就是要凸顯下面的主題了. 我今天發現的這個視頻,
就是探討上面那位雙語網紅, 對臺中市容貌的慨歎有關, 只不過這位博主, 把主題擴大到為什麼整個臺灣的城容與建築, 是那麼樣的不雅觀, 還虧說臺灣的 GDP 是東亞的第一, 購買指數是第12, 等等亮麗高大上的經濟成就. 但是再怎麼自捧自傲, 也沒辦法跟活生生的市容與建築搭上調. 博主做了一段歷史的回顧, 當中的建築演變, 除了傳統式的建築之外, 比如在日治時代, 日本人在臺灣所設計的建築物, 包括仿羅馬式, 仿哥德式, 巴洛克式, 1919 至1933時期, 世界風行的德國包浩斯國際清簡摩登建築模式 (Bauhaus International Style), 到了國民黨撤退在臺灣以後的 ”能用就好” 模式, 反正就像是那首氣震山河的反共抗俄流行歌曲, 所指示出的一樣 : “反攻, 反攻, 反攻大陸去! 反攻, 反攻, 反攻大陸去! 大陸是我們的國土, 大陸是我們的疆域. 我們的國土! 我們的疆域! 不能讓毛賊儘著盤據, 不能讓俄寇儘著欺侮. 我們要反攻回去, 我們要反攻回去, 反攻回去, 反攻回去! 把大陸收復, 把大陸收復!” (今天, 看起來, 頗有趣, 對不對? 其實聽起來, 更有味道. 有空的時候, 我會把這首小時候耳熟能詳的歌, 錄唱起來, 放在我的油管, 以供參聽). 因此, 反正是要反攻大陸去的, 管他什麼模式不模式… 延續到今天, 臺灣城市景觀, 似乎沒有發現到有什麼長進的現象.
這位博主舉出一個具有強烈對比的個案, 指出不是房舍街道, 或者的設計本身的問題, 而是人性的不光明面在作祟, 那就是南機場公寓住宅方案. 早期剛蓋好的住區, 是一種迷你型的包浩斯 (Bauhaus) 風格, 一排排一格格的建屋, 中間隔著寬大的馬路, 照片看起來頗清爽.
這位博主歸納出, 會造成這種經濟上有成就, 卻未能提升公共與私人住宅環境美感素質的根結, 是一大部分人的自私貪婪, 缺乏法治觀念, 美學教育的形式主義 (因為考試不考這一科,) 或者是官商勾結, 利益團體遊說操縱, 以及政府的執法不公不力或者不作為等等事實, 讓這些負面力量, 如滾雪球般的, 越聚越大, 形成都市的毒瘤, 影響國家的國際瞻觀.
這個居住環境的醜化現象, 還算是比較屬於美育精神層次的問題, 不像實質上令人有切膚之痛的交通紊亂狀況. 不久前, 我曾提到臺灣兩大國恥, 交通之外的另一個大項, 就是居住的問題. 最近得知有些地方政府對於蝸牛族租居蟹等等望屋興嘆的小老百姓, 提供租屋補助, 以減低房租的壓力, 是一個重視民意, 照顧弱勢群體的社會福利措施. 更有進者, 政府開始實施對於住屋的限購量. 這些都是對於已經積重難返的弊端, 採取積極有效的改善措施,
終歸一句話, 有足夠的民意覺醒, 加強組織動員, 不斷地發聲, 適度適當運用媒體的力量, 採取合理的抗爭手段與選票, 來改善人民的生活需求, 本是基本的人權的一部分, 這就是專制極權國家, 所無法容忍的事.
順道一提: 去年的七月 (7-23-22 Sunday), 曾經在我的部落格裡面寫下:
“本人很少對臺灣進言, 因為大家的努力, 在國內國際, 都看得見, 值得讚賞.
個人在他鄉異地, 也努力做好臺灣人, 為自己國家盡一點心力, 孜孜不倦, 無怨無悔.
但每逢邀請國外朋友來臺灣旅遊, 往往被臺灣的交通所驚嚇, 因而已有的努力變成無甚意義…
(幾十年前在臺灣求生存, 就被臺灣的交通亂象以及空氣污染, 折騰得不成人樣, 幾十年後的今天, 空氣稍有改善, 交通混亂一如往常…)."
今天這文中的感想, 並沒有把市容, 列為像交通混亂與居缺正義同檔次的國恥. 要因之一, 交通是動態的產物, 絕大多數人, 每天要面對的事實, 而靜態的市容只要閉上眼睛, 就可以不需要看見.
世界看得見 - 自我鼓勵自我讚美的2,350萬人, 在土地只有3萬6千平方公里的海島, 在世界排名約140名左右的面積, 卻是全球第21大經濟體, 人均財富淨值為世界第15名, 勝過韓國與日本, 中位數排名也是第12名, 這是有賴於臺灣幾代人, 共同奮鬥的成果. 但是客觀上, 經濟的成就事實, 與大時代的趨勢有關, 而且是可測量, 可數據化, 可比較, 但不一定能夠真實反映主觀上人民的幸福安全感. 的確臺灣在民主的進程上, 是一個新興的小國, 這些經濟上的成就, 難道也不就是為此後自由民主法治人文素養的提升與落實, 鋪上再上層樓的道路?俗話說, 佛要金裝, 人要衣裝, 國家社會也應當如此. 這並不是矯情做作, 製造表面功夫, 而是把居住生態環境, 可以當成藝術與人文素養來經營, 成為怡情養性的一部分. 當然, 這也算是一份相當高的理想, 並非一蹴可就. 無可否認, 一個國家社會的氣質, 是需要長期的涵養培育, 透過自由民主素養來覺醒, 傳播; 經由良性教育, 組織, 動員人力物力財力, 則吾心信其可成, 雖移山倒海之難, 必有成效之日!
各縣市的市容正義, 交通正義, 以及居住正義, 這三義大山, 是考驗臺灣全民一心, 共同雕塑這美麗的寶島責無旁貸的使命. 在不久的將來, 他們會成為臺灣最足以誇耀世界的偉大成就!

"The Internationale" (French: "L'Internationale", [l‿ɛ̃.tɛʁ.na.sjɔ.nal(ə)]) is a left-wing anthem. It has been a standard of the socialist movement since the late nineteenth century, when the Second International adopted it as its official anthem. The title arises from the "First International", an alliance of workers which held a congress in 1864. The author of the anthem's lyrics, Eugène Pottier, an anarchist, attended this congress. Pottier's text was later set to an original melody composed by Pierre De Geyter, a Marxist.
It is one of the most universally translated anthems in history.
